Payson council approves 2026 meeting schedule, transfers SOP authority and appoints new P&Z member

The Payson Common Council took several procedural actions at its Nov. 12 meeting.
The council approved the proposed 2026 regular-meeting schedule (adjustments for holidays, training and the league conference). Speaker 24 presented the schedule; Speaker 18 moved to approve and Speaker 20 seconded. The motion passed 6–1.
On an operational item, Fire Chief David Staub asked the council to return decision authority for non-emergency vehicle-lockout standard operating procedures (SOPs) to staff (the fire chief and town manager) so routine SOP changes do not require council action. Speaker 9 moved to return the authority to staff; the motion was seconded and the council approved the transfer (vote recorded as 6–0 with one member absent).
The consent agenda (routine items listed on the meeting packet) passed 7–0 after a motion by Speaker 9 and a second from Speaker 3. Later in the meeting the council appointed Bridal Urban to the Planning & Zoning Commission to fill a vacancy through June 30, 2028; Speaker 3 moved for appointment and the motion passed 7–0.
All votes and motions were recorded on the Nov. 12 minutes. No ordinances or budget appropriations were adopted during these agenda items.
What’s next: The 2026 meeting calendar will be published and staff will proceed with administrative SOP changes under the town manager and fire chief’s authority. The Planning & Zoning vacancy is filled through mid‑2028.
