Missouri City's City Engineer and assistant presented a proposed update to the Infrastructure Design Manual (IDM) that would revise standards for water systems, stormwater, traffic signals and street design.
City Engineer Vincenzo Carraza and Assistant City Engineer Eddie Migorski summarized major changes including updated chapter guidance for water systems (chapter 5), stormwater (chapter 7), traffic signal design (chapter 10) and roads/streets (chapter 11). Staff noted the goal is to modernize standards following experiences such as Hurricane Harvey (which informed prior 2019 changes) and to phase out span-wire traffic signal installations for new development, replacing them with more robust signal infrastructure as budgets allow.
Staff said they compiled comments from internal departments, external consultants and regional agencies and that the IDM will continue to be revised periodically; they asked the commission to forward a positive recommendation to council. A commissioner requested a short summary page listing the substantive changes to make review easier; staff agreed that a concise change log would help.
The commission voted to forward the IDM update to city council with a positive recommendation.
Next steps: staff will finalize the document and include a change log and annotated redlines for council review; the IDM will become the standard for future development and capital projects after council adoption.
