Delaware County Commissioners approve routine resolutions, award renovations contract and authorize grant applications

The Delaware County Board of Commissioners met in regular session and approved a slate of routine resolutions, awarded a major renovation contract for the Willis Building, authorized demolition grant applications and extended several vendor contracts.

The board approved Resolution 25-943 to accept the electronic record of the regular meeting held 11/10/2025. The commissioners then passed Resolution 25-944 to approve purchase orders and payments in batch CMAVR1112, and Resolution 25-945 to permit the transfer of a liquor license from Masa Restaurants Group LLC to 10 Star Enterprises Inc., doing business as Scramblers; all three motions passed with recorded Aye votes from Commissioners Barb Lewis, Gary Merrill and Jeff Benton.

Finance and procurement resolutions included Resolution 25-946, transferring quarterly casino receipts to the Capital Acquisition and Project Fund for replacement equipment and vehicles; and Resolution 25-949, an omnibus year-end package of transfers and supplemental appropriations designed to cover projected overages. Both measures were described by Justin Nabi, director of finance, and were approved by the board.

The board approved two grant-application resolutions: Resolution 25-947 authorizes an application to the Building Demolition and Site Revitalization Grant program through the land bank and the Ohio Department of Development for demolition at 1251 US-23 North ($20,000), and Resolution 25-948 authorizes a separate application for demolition of 1405 US-23 North ($50,000). Nabi said the requests are routed through the land bank and are intended to remove blighted structures.

Several procurement and service agreements were approved, including Resolution 25-951 to contract with GGC Wholesale Flooring LLC (d/b/a GGC Flooring) for flooring work at the Sheriff’s training academy and jail staff post, and Resolution 25-952 to renew a combined cleaning-services agreement with Flipside Commercial Services LLC covering the training center and jail administrative areas.

Resolutions 25-953, 25-954 and 25-955 extend current supply contracts for ferric chloride, calcium nitrate (bioxide/Evoqua) and sludge polymers, respectively; Tiffany Mack, director of environmental services, told the board prices remain unchanged and provided annual cost estimates.

Resolution 25-956 authorized the Delaware County Prosecutor’s Office to serve as legal adviser to the Delaware County Transportation Improvement District (TID), a change stemming from language in a county omnibus bill, and Resolution 25-957 authorized an executive session on appointments and property purchase. All motions listed above passed with unanimous recorded votes.

The meeting concluded with administrative reports including a TID action to award construction bids for improvements at the Delaware–Licking county line and commissioner remarks recognizing Veterans Day activities.
