Planning commission approves final site plan for Caroline Country Club, allowing golf course restoration and event venue

The Caroline County Planning & Zoning Commission voted to approve the final site plan for the Caroline Country Club, a project that will restore an existing golf course and allow an on‑site special event venue at 24820 Pielicker Road in Denton.

Planner Matt told the commission the owner previously secured special‑use approvals from the Board of Zoning Appeals for both the golf course use and the event venue and that staff reviewed the application against the eight statutory site‑plan criteria. "Matt has found no problem with any of the 8 areas," staff recommended approval, the planner said, citing compliance with the comprehensive plan, design standards, access and traffic, effects on surrounding development and utilities.

Applicant David Dickieson described work since buying the property in 2019 to repair greens, irrigation, the driving range and the clubhouse. "It's not going to be a private club. It's open to the public," Dickieson said, adding he expects both community and private events in the restored clubhouse rooms.

Commissioners asked about event management details including operating hours, catering and alcohol. Staff and the applicant said events will generally end by 11 p.m., food will be provided by outside licensed caterers and any on‑site commercial kitchen upgrades or alcohol licensing would require separate compliance with the health department and licensing authorities.

Following questions and a brief discussion, Commissioner Stewart moved to approve the final site plan and Commissioner Bilbrough seconded. The commission approved the motion by voice/hand vote.

Next steps: staff will complete final stormwater and conservation agreements and issue an order closing out the site‑plan conditions.
