Doral council awards right-of-way maintenance contract after bid-protest review; one councilor votes no

The City Council voted to award the right-of-way maintenance contract (ITB 2025-19) to Superior Landscaping Lawn Services for $486,523 after a mayoral review of a prior bid protest and subsequent bid revisions.

The mayor said he pulled the consent item after discovering a procurement discrepancy: the recommended vendor, SFM Landscape Services LLC, had revised its original bid after a protest. "There was a discrepancy in the bid and the recommended award was going to SFM which had changed their original bid after the bid protest," the mayor said, and described concerns raised by the protesting bidder. The mayor said the protesting company, Superior Landscaping Lawn Services, offered to meet the current award price and recommended awarding to Superior to address fairness; he noted that his review initially suggested a larger difference but, after document review, "the difference is about $10,000." Councilman Pinedo moved to award the contract to Superior Landscaping Lawn Services in the amount of $486,523, with a contingency that the award revert to SFM if negotiations with Superior fail; Councilwoman Reynoso seconded. On roll call, all members voted yes except Vice Mayor Corral, who voted no; the motion carried.

The resolution authorizes the city manager to execute the agreement and to negotiate with the next-lowest bidder if agreement with the first-choice vendor cannot be reached. Council did not direct any immediate contract amendments beyond the award language captured in the resolution.
