Walton County keeps Ballard Partners as federal lobbyist but requires a commissioner briefing by Jan. 1

Walton County commissioners debated whether to exercise a one-year renewal of a federal lobbying contract with Ballard Partners (contract number 23-21). Several commissioners said they had not received regular briefings from the firm and questioned whether the county was getting adequate value for approximately $96,000 annually.
Commissioners noted the county previously had a smaller firm that provided frequent, hands-on updates. Ballard representative Scott (surname in transcript) answered questions at the meeting and county staff said Ballard is expected to play a larger role as beach renourishment and water-quality projects progress in 2026.
After discussion the board approved renewing the contract with a condition: Ballard Partners must provide an update meeting to all five commissioners and the county administrator by Jan. 1 explaining federal efforts, priorities and recent deliverables. Staff and legal noted the existing contract allows for termination with or without cause, and commissioners retained that option if Ballard fails to meet the reporting requirement.
Why this matters: Federal lobbying is a primary avenue for securing Army Corps, EPA and other federal support and funding for projects such as beach renourishment and water-quality work. Commissioners said they expect better communications and accountability from the firm in exchange for the renewed option.
Next steps: County administration will renew the option with the reporting condition and schedule Ballard's required briefing; commissioners said they will consider an RFP in the future if Ballard does not demonstrate satisfactory performance.
