Delaware County recognizes November as Adoption Recognition and Recruitment Month; Job and Family Services highlights placements

The Delaware County Board of Commissioners on Nov. 11 approved a proclamation recognizing November 2025 as Adoption Recognition and Recruitment Month and heard department staff highlight local placement and recruitment work.
Bobby Anderson of the Delaware County Department of Job and Family Services introduced the proclamation and praised Lynn Stacy, supervisor for adoption and placement, who the department said has more than 40 years' experience in protective services and was recently named Child Protection Supervisor of the Year by the statewide association. Anderson and Stacy described local program activity and statistics: the county currently has 21 licensed homes (three licensed for adoption only), 15 children in placement, and three children awaiting adoption; four adoptions have been completed so far in 2025.
Stacy noted the challenges of finding permanent homes for youth with complex trauma and special needs, referencing specific cases including one young adult with autism and another youth with a failed prior adoption. Commissioners praised staff work and thanked foster and adoptive families; the proclamation cites the county's partnership with the Dave Thomas Foundation's Wendy's Wonderful Kids program.
Next steps: proclamation signed by the board. County staff encouraged continued recruitment of foster and adoptive families and noted ongoing events such as an annual foster family event in May (date to be confirmed by the department).
