The Newport News City Council on Nov. 12 adopted an ordinance authorizing the conveyance of city‑owned properties at 1225 and 1227 32nd Street to the Newport News Redevelopment and Housing Authority (RHRA) to support development under a community land trust model.
Councilman Long described the community land trust approach during discussion, saying the trust would retain ownership of the land while allowing homeowners to purchase houses at a reduced price: "the homeowner will be able to purchase the house... they get to buy a house 30% less than the market." That explanation was offered as context for the RHRA’s proposed use of the parcels.
No members of the public spoke on the item. The council voted to adopt the ordinance by a recorded vote of 6–0. The city manager was authorized to execute deeds and other documents necessary to effectuate the conveyance.
The council did not specify a sale price, development timeline, or the number of units to be built during the meeting; those details will be completed as the RHRA and city finalize conveyance documents.
