Fishers finance committee backs ordinance change to move residential stormwater to monthly sewer billing

City staff presented an ordinance update to change residential stormwater billing from an annual charge to a monthly charge and recommended the committee forward the ordinance to the city council.
Under the proposed change, the ordinance will be amended to allow the controller to direct stormwater charges to be billed monthly on the city sewer account, consolidating stormwater, sewer and trash charges onto a single monthly statement and eliminating a separate annual stormwater billing cycle for affected residential customers. Staff said this change applies to single-family homes and condos that receive trash service and are billed under a sewer account; commercial accounts and many apartments would not be affected.
Staff described an outreach and communication plan led by Ashley Elrod’s team and said the city intends to time the new billing so that customers see the stormwater change along with a scheduled Republic billing increase, reducing confusion. Committee members asked operational questions about account access and how customers will see and pay the new monthly charge. The committee voted to recommend the ordinance amendment to the council.
