Polk County Commissioners approved revisions to the county’s Title VI nondiscrimination policy after staff said the changes reflect recommendations from the TxDOT Civil Rights Division.
Staff told commissioners that the revisions address appendices, limit the complaint categories as recommended (race, color and national origin under the current guidance), add language to the LEP (Limited English Proficiency) plan, set a minimum update schedule (every three years or when the signatory changes), and add a notice-of-rights and complaint process aligned with Title VI expectations. Staff also recommended a training section and said Carrie (civil rights/training staff) will continue to manage training for compliance with Texas requirements.
Commissioners requested that future proposed edits be provided as a redline or with highlighted changes to make review easier; staff agreed to deliver a redlined copy showing additions and deletions. The court adopted the recommended updates and assigned staff to finalize the document for signature and submission as required by TxDOT processes.
