Council initiates T District follow-up study and advances Mississippi River Corridor zoning updates

Councilmember Jost introduced a resolution to initiate a T District follow-up and transit corridor zoning study in response to public comments. The resolution directs staff to further examine issues raised during the T District adoption, including whether storage should be allowed as a use in T Districts. The council adopted that resolution 7–0.
Planning staff presented a first-reading ordinance to update Saint Paul’s Mississippi River Corridor Critical Area (MRCA) regulations to comply with the state’s 2017 MRCA rules and a 2019 model ordinance. Planner Mr. Johnson summarized the changes: creation of six new overlay districts with varying setbacks and height limits, conditional use permit requirements for some height and bluff protections, and additional vegetation and stormwater standards. He said DNR final approval will be required after council action and that staff initiated a separate study on bird-safe glass provisions, aiming to return within a year.
The council moved a scrivener’s-correction version of the MRCA ordinance; the amendment was approved and the ordinance was laid over for second reading and DNR review with a recorded vote of 6 in favor and 1 opposed (Council Member Buie).
