Summary
The Carpinteria Unified School District board approved minutes, accepted grants and smaller donations, adopted two updated policies, approved the ELOP plan, awarded facilities repair contracts, adopted its annual developer fee report and named McGillivray Construction as the lease‑leaseback contractor for an Aliso TK/K Measure U project.
The Carpinteria Unified School District governing board took a series of routine and Measure U‑related actions at its Nov. 12 meeting.
Minutes and agenda: The board approved corrected minutes for Oct. 14 and the Oct. 28 special meeting, and approved the meeting agenda with an amendment to move the gifts/grants item forward so the public could comment on a donation prior to other business.
Donations and presentations: The board accepted a $20,000 allocation from the Carpinteria Education Foundation (CEF) distributed as $5,000 per school site and a $171,900 grant from the LaSandra Summerlin Foundation (processed through Carpinteria Education Foundation) to fund programs such as field trips, after‑school tutoring, clubs, robotics expansion and culinary arts. The superintendent acknowledged both gifts during her report and the CEF presented a ceremonial check.
Policies and programs: The board adopted updated Board Policy/Administrative Regulation BP/AR 35.15.4 (recovery for property loss or damage) and BP/AR 51.41.4 (child abuse prevention and reporting) at second reading; staff said the child‑abuse policy reflects state legislation strengthening mandated‑reporting requirements. The board also approved the 2025–26 Expanded Learning Opportunities Program (ELOP) plan guide, noting funding for 2025–26 listed in the agenda as $1,909,605.
Facilities and contracts: The board approved small‑project contracts to repair the CHS varsity dugout fence and junior varsity backstop wood replacement; the combined selected projects total $13,738 to be paid from routine restricted maintenance funds. The board approved Resolution No. 25942, the annual developer fee report required by Government Code sections 66001 and 66006, with staff noting fees are deposited into a separate capital facilities fund (Fund 25).
Measure U contractor selection: For the Aliso Elementary TK/K classroom project the board approved McGillivray Construction, Inc. as the lease‑leaseback contractor; staff said McGillivray was the only RFQP response received before the Oct. 28 deadline and that the contractor will establish a guaranteed maximum price (GMP) that will return to the board for approval in December. Board members asked why only a single firm responded; staff and trustees noted McGillivray’s past district work and local experience.
Personnel and other motions: The personnel report and recommended actions (including one retirement and 15 coaching assignments) were approved. Warrants for the period 10/10/2025–11/06/2025 totaling $5,199,943.55 were presented and approved.
What’s next: McGillivray will return with a GMP for board approval in December; the district also listed upcoming closed sessions and school‑site visits on the district calendar.
