Templeton special meeting approves multiple CPA appropriations and bylaw repeal; school roof borrowing and fluoridation article see heavy debate

The Town of Templeton voted on a slate of warrant articles at its Nov. 12 special town meeting, approving several Community Preservation Act (CPA) appropriations, a bylaw repeal and supplemental cable funding while moving larger and more contentious items to separate votes and continued outreach.

Moderator opened the meeting and explained the electronic voting procedure. The meeting approved a procedural repeal of Chapter 28.8 (annual audit) by majority, 57–3, and then passed an Open Space Committee bylaw amendment (Article 2) unanimously, 62–0. The meeting also approved CPA appropriations for historic preservation: $15,500 for the Memorial Congregational Church exterior (Article 3, passed 56–6), $20,000 for the Grange Hall first-floor kitchen (Article 4, passed 57–8) and $60,000 for rehabilitation of the Boynton Public Library (Article 5, passed 64–1). A supplemental appropriation of $22,000 for TCTV operations also passed (Article 8, 57–7).

Several CPA items were noncontroversial and passed with short or no discussion. The meeting recorded vote tallies for each article on the electronic system and the moderator read outcomes aloud as each result was displayed.

The clocked votes and short floor discussions meant most routine funding requests were approved as presented; more substantial debates—on the community garden CPA request and a multi‑million dollar school roof borrowing—were treated separately in individual items. Article 9 was passed over procedurally.
