Planning commission ends annual reviews for Safety Kleen permit after odor complaints noted

Planning commissioners voted unanimously to stop yearly reviews of Safety Kleen Systems’ Special Use Permit (SUP1079) after staff reported that nearly all permit conditions have been met but one building-permit/inspection item remained unresolved.
Randy Hines, public works planning and building, read a public letter from neighbor Sherry Weidman asking the commission to “please deny the permit for safety clean systems until they remove the odors emitted from their facility” and urged planners to visit the site to experience the odor firsthand. Hines told the commission that staff had not received in-house complaints tied to the current permit year but that the letter had been filed when notices were sent to neighbors.
Drew Kratzberg, Safety Kleen’s environmental compliance manager, told the commission: “So this year, we've only had 1 odor complaint, and we've actually reached out to the complaint. And I believed all matters were settled and adjustments were made.” Adrian Hastings, an operations manager for the refining portion of Safety Kleen, said the company had passed inspection items to compliance and would work to provide the required documents.
Staff’s remaining requirement was completion of final building-permit paperwork and special inspection reports so the building official can finalize the permit. Hines said the outstanding documentation “could be something that they can work with Miss Ridenbach on” and that the department could handle follow-up administratively rather than returning the item to the commission for another annual review.
Commissioner Joe Frey moved to discontinue annual reviews for the permit; the motion was seconded and carried unanimously. Commissioners noted the petition letter and past complaints but stated that, based on materials presented and staff oversight, handling outstanding items through the building department was appropriate.
What’s next: Staff will follow up with Safety Kleen to obtain the missing special inspection reports and finalize the building permit; the commission said it will respond to new in-house complaints if they arrive.
