Resident tells council drainage from neighbors is eroding her yard; city to follow up

A Florence resident told the City Council Monday she has endured two years of drainage problems that leave her yard flooded and erode her property.
"For 2 years, I've been having problems trying to get help with the drainage that's coming from the drain pipes," resident Gina Gilliard (speaker 15) told council. She said the pipe behind neighboring homes is "spitting out water and not having anywhere to go," that chemicals in runoff are damaging grass, and that erosion has reduced the home's value. Gilliard said she paid roughly $3,600 from her daughter's fiduciary funds to erect a temporary barrier.
Council members asked for the address and staff collected copies of photos and receipts to forward to the city manager and appropriate departments for inspection. Gilliard provided the address as 1564 Quonset. City staff indicated they would follow up and speak with the city manager to arrange an on-site inspection and remediation options.
Gilliard said she appreciated veterans and public safety staff, and asked for respectful, timely action so the property does not deteriorate further.
