Florence Council approves two annexations, introduces third for South Irby Street

The Florence City Council on Monday approved two annexation ordinances and introduced a third, moving forward with zoning that clears the way for new housing development.
On second reading the council approved Ordinance 2025-40 to annex and zone RG-3 the third phase of the Smithfield Subdivision (Florence County tax map numbers 00100-01-384 through 00100-01-443 and 00100-01-093). The council also approved Ordinance 2025-41 to annex and zone NC-6.2 the parcel at 922 West Sumter Street (tax map 90060-09-037). Both measures passed by voice vote.
Council then introduced Bill 2025-42 on first reading to annex and zone a parcel along South Irby Street as NC-6.3. Planning staff reported the NC-6.3 designation would allow a range of housing types, including townhomes. Planning staff said the site has frontage on South Irby Street, city water is available, and that the developer is responsible for installing a private lift station and providing an easement to access sewer. Staff added the existing old house on the site will be demolished before construction.
Council took no substantive amendments to the two adopted annexations during the meeting. The first- reading measure on South Irby Street will return for a future second reading if council moves it forward.
