Cathedral City council voted Nov. 12 to award a $306,000 construction contract to Onyx Paving Company for pedestrian crossing and school‑zone safety upgrades at the intersection near James Workman Middle School. The project — part of Caltrans Cycle 11 Highway Safety Improvement Program (HSIP) funding — includes curb bulb‑outs, ADA curb ramps, flashing stop signs, a school‑zone flashing beacon and LED safety lighting.
City staff said the HSIP grant will fund 90% of the project; the city must provide the local match. The staff report requested council authorization to award the contract to Onyx Paving, approve a 10% contingency ($30,600) and authorize execution of the construction contract and associated bonds and insurance. Staff told council the total construction budget including contingency is $336,600 and that additional local funding of $76,485 would be necessary to proceed.
“At this time the amount that is being requested is $76,485,” city staff said during the presentation. Council members asked how often the standard 10% contingency is used; public‑works and project staff explained that contingencies are common for paving and concrete work, are set according to project risk, and that larger unanticipated changes would be brought back to council.
Council member Gutierrez moved to approve the contract award and Council member Lamb seconded; the motion carried with the council recorded as 'all ayes.' City staff said Caltrans indicated no additional HSIP funding was available for this project under current program guidelines.
Staff will return to execute contracts and issue a notice to proceed once the additional local funding is provided and bonds and insurance are secured.
