Cumberland County approves series of resolutions including $403,451 for medication-assisted treatment; social services reports large SNAP food distribution

The Cumberland County Board of County Commissioners approved a package of resolutions and heard department updates at its Nov. 12 meeting.
Among consent items, the board approved Resolution 2025-630, a fiscal-year 2026 budget amendment providing $403,451 for a medication-assisted treatment (MAT) initiative. The clerk introduced the resolution and recorded affirmative roll-call votes. The board also approved Resolution 2025-631 (a budget transfer), Resolution 2025-634 (declaring a 2014 MV1 wagon surplus and authorizing sale), and Resolution 2025-655 (awarding a fair-and-open contract for Medicare Advantage plans under RFP 25-39).
Cheryl Golden, director of the Division of Social Services, briefed the commissioners on a Nov. 7 drive-through food distribution for SNAP recipients. "We lasted about two hours, about 1 to 3," Golden said, and reported the event provided food to roughly 208 adults and 314 children – about 522 people – and involved distribution of over 700 packaged bags. Golden thanked partner agencies and county staff including Public Works, Sheriff Donato, and the Vineland Police Department for traffic control and safety support.
Dawn Bowen, coordinator for the Office of Emergency Management, explained a separate resolution to purchase a 2026 UTV using RERP funding. Bowen described a change in state procedure: the state now issues reimbursement up front rather than the county advancing funds, and participating local fire departments were selected by the state for the equipment awards.
The board also read a long consent list covering shared-service agreements with neighboring prosecutor's offices, change orders for dam emergency-action-plan updates, youth services contract change orders, and other routine procurement and personnel items. The board approved a resolution to enter executive session under NJSA 10:4-12 for collective bargaining, litigation and employment matters and stated no action was anticipated upon return.
