The Board of Pharmacy voted to initiate rulemaking to amend CCR §17.30.1 to update application requirements for advanced practice pharmacist (APH) licensure and to modernize the title to advanced pharmacist practitioner in nonsubstantive text.
Board staff said post‑implementation reviews showed barriers to licensure arise when collaborative practice agreements (CPAs) used for qualifying experience did not contain the exact statutory phrasing ("initiate, adjust, modify, or discontinue drug therapy"). That has led to application rejections and licensure delays. The proposed amendments would provide flexibility to recognize qualifying clinical experience earned under CPAs without strict reliance on specific wording.
Public commenters included advanced practice pharmacists who said the change would reduce barriers and CPHA (California Pharmacists Association) which supported the amendments but asked for clarity on nomenclature (whether APH or APP will be used publicly) and urged coordination with payers so the credential is recognized in state plan amendments and commercial/payer systems.
The motion to initiate rulemaking passed on a recorded vote. The board directed staff to submit the draft rulemaking package for review and to proceed through the normal comment period.
