The Town of Paradise awarded the long‑term community recovery plan update to Urban Design Associates (UDA) using a Community Development Block Grant Disaster Recovery (CDBG‑MITPPS) grant that staff said requires no local match.
Colette Curtis, Recovery and Economic Development Director, described a competitive RFP process with four proposals and a unanimous recommendation for UDA. "This was 1 of those and you may recall this application was submitted to update our long term community recovery plan... this is 100% grant funded," Curtis said.
Councilmembers emphasized the need for broad community engagement, noting prior public outreach after the 2019 plan drew limited responses and urging the consultant to reach a larger and more representative sample of residents. The recommended scope includes a community engagement specialist, economic analysis, and a lookbook for downtown recovery; staff said the consultant team will meet with council early in the process.
Next steps: the town manager is authorized to finalize contract terms and staff will coordinate outreach to include the school district and local cooperator agencies.
