Paradise council concurs to negotiate design contract for new wastewater treatment facility

The Town of Paradise on Nov. 2025 unanimously agreed to authorize staff to enter negotiations with Corolla Engineers to design a new wastewater treatment facility.

Public Works Director Mark Maddox told the council the progressive design‑build contract was terminated to allow competitive bidding for both the collection system and the treatment plant. “We had prepared an independent cost estimate for the design of the facility at 4,500,000.0. We are very, very confident, that even at the 4,500,000.0, that is 100% within our budget,” Maddox said.

Maddox said the termination of the PDB contract allows the town to reassign work, competitively bid remaining scopes, and pursue environmental surveys and an administrative draft environmental impact report to support public review. He said the town has issued an RFQ and received statements of qualifications; an evaluation committee recommended Corolla Engineers as the top candidate.

Councilmembers praised staff for the lengthy project work and moved to concur with the committee’s recommendation so staff could begin contract negotiations. The motion passed on a roll call vote with all listed members recorded as “Aye.”

What happens next: staff will negotiate scope and compensation with Corolla Engineers, return with final contract terms for formal award and execute grant‑funding agreements that staff said fully cover the estimate. The council directed staff to keep the public informed during contract negotiations and design milestones.
