Under the proposal, the council authorized implementation of a rebate consistent with Act 177 (2025 regular session), permitting the local rebate of specified taxes for the events. Visit Baton Rouge and other partners argued the potential direct and indirect visitor spending (hotels, restaurants, retail and fuel) would create net local tax revenue after any rebate. "We are estimating that each of these concerts would generate more than $30,000,000 of spending in our area," Jill Kidder told the council.
Council members asked technical questions about fiscal exposure and contingency if an event canceled; Visit Baton Rouge staff said the rebate structure carries no net loss to the city/parish in the scenarios they provided because the rebate is applied only to incremental event-related revenues. Council voted to approve the emergency resolution; sponsors said they are pursuing event confirmations and logistical coordination with state partners.
What happens next: Visit Baton Rouge and city-parish staff will complete administrative steps required by the state statute and the cooperative arrangements for the events; event contracts and host agreements will be brought forward as needed.
