Residents press council on rezoning, stormwater fees and prolonged streetlight outages

Rezoning and Mill Grove Vista
Roy Wilcox and other neighborhood residents described a proposed Mill Grove Vista project on Floyd Road that they said comprises 12 buildings and 304 units. Wilcox said county tax records still show smaller residential tracts and asked how the larger development was rezoned to higher density (G5/transit zone) without clear public notice. He asked the city to investigate the records and to publicly explain how the zoning change occurred and what the anticipated impacts on schools, traffic, emergency services and stormwater runoff might be.
Stormwater fees and infrastructure concerns
A separate resident objected to a Cobb County stormwater fee (described in comment as $4.75 per month) and criticized recent infrastructure choices (boulders along Mableton Parkway/South Gordon Road) as inadequate to control runoff during heavy rains; the resident urged the city to 'stand up to the county' on how the area has been built out.
Caldwell Park streetlight outage and developer handoff
Residents Chris Jones and Regina Nelson reported a streetlight outage in Caldwell Park that began after the builder, Crawford Creek Communities, disconnected service in September. Nelson said the outage has left the neighborhood dark at night, increased trespassing and created safety concerns for women, children and seniors; she asked the city to facilitate accountability among the builder, HOA and utility provider and recommended the city require a developer handoff checklist for utilities and lighting before final occupancy in future developments.
City response and next steps
City staff acknowledged that certain utilities and developer handoffs are outside direct city control and indicated staff would work to facilitate a resolution and provide a public response. Council members did not take immediate policy action in the meeting but the mayor and staff committed to follow up with affected residents and with county or developer records where appropriate.
