Custer County approves contract to hire Caitlin Young as DHS legal counsel at flat monthly rate

The proposed contract was described as a flat‑rate agreement that includes travel and paralegal support; staff said the rate will be $2,500 for December and $4,000 per month thereafter.
Commissioners discussed experience, travel and budget impacts. A motion to approve the agreement passed by voice vote and staff said the position will begin December 1 to allow the new counsel to get up to speed on current cases.
