Utica approves police equipment upgrades and several federal and state grants

Records/booking: Staff recommended entering a five-year service agreement to consolidate fingerprint booking and refresh equipment under a fixed-cost model that keeps the first-year charge near current levels (~$6,880) and refreshes equipment in year five; council approved entering the agreement.
Vehicle equipment: The department sought to replace aging radar units and vehicle printers (three radar units and five printers) with installation, at a total not-to-exceed amount around $15,000, funded from existing police vehicle equipment accounts; council approved the purchase.
Grants: Council accepted a 2026 Office of Highway Safety Planning federal grant of approximately $19,220.90 to fund officer overtime for traffic enforcement and approved a budget amendment to record the grant revenue and authorize overtime expenditures. The council also authorized participation in the Patrick Leahy Bulletproof Vest Partnership grant to reimburse 50% of the cost of six replacement ballistic vests (total purchase ~$6,600, reimbursement ~$3,300) and approved the corresponding budget amendment.
Staff said the vehicle radars and printers are on fixed-state pricing and the fingerprint/booking vendor consolidates workstations to streamline the booking process. Legal review was noted where contract verbiage appeared in packet materials.
