Amber Gibson, the division’s environmental protection specialist assigned to the file, told the board the site is permitted for 46.91 acres, both pre‑ and post‑mine land use is rangeland, and the division holds a bond of $92,101 that staff finds adequate to cover reclamation. Gibson said inspections showed the site had not been active since the approval of amendment AM‑1 and that the operator submitted a required temporary cessation notice.
"Staff recommends that the board accept the notice of a second consecutive term of temporary cessation," Gibson said, adding the second period would run retroactively from Oct. 1, 2025, through Oct. 1, 2030. Gibson explained that if operations have not resumed by Oct. 1, 2030, staff will set the site for a hearing to consider termination of the life of mine under rule 1.14.
An operator representative confirmed the company’s plans to resume mining within the second five‑year period. Board members had no questions, and the motion to accept staff’s recommendation passed on a voice vote.
The board’s action leaves the site in TC‑1 status through 2030; staff will monitor whether mining resumes and schedule a termination hearing if operations do not restart by the end of the second period.
