Residents press Sandoval County on animal services construction and call for clarity on proposed missile facility

Two members of the public addressed the Sandoval County Board of County Commissioners during the public-comment period on Nov. 12 with concerns about county projects and proposed private development.

Susan (full name not specified in the record) asked for an update on construction of the county—s animal services building, noting voters approved a $7.5 million bond in November 2024 and asking why ground had not progressed beyond site preparation. She reported illegal dumping on the site and asked whether the county still holds a previously mentioned $10 million federal grant. "Where are we on construction?" she asked, and requested access to plans and specifications for the project because it is public money.

Another commenter, Amanda, urged the commission to do more outreach about a proposed Castellium "Project Ranger" supersonic missile facility near Rio Rancho Estates. She said many residents learned about the proposal late, after road widening and site grading were visible, and called the commission—s communication to directly affected neighbors insufficient. "I am very, very disappointed in the commission for the lack of communication with the people living near the proposed site of the facility," Amanda said.

County staff did not provide immediate, itemized responses to both commenters during the public-comment period; staff indicated project oversight and funding details would be handled by the relevant departments and suggested follow-up outside the public-comment time. The county manager later told commissioners that staff would provide additional project status updates and that the landfill and convenience-center work remains under consultation with new staff assignments.
