FNSB hearing approves Dalton Pointe quick plat; hearing officer requires notation of prior variances on final plat

The Fairbanks North Star Borough administrative hearing on Nov. 6, 2025, approved a quick plat that realigns the common lot line between Lots 2 and 3 of the Dalton Pointe Subdivision, creating two parcels of 3.32 acres and 2.72 acres along Dalton Trail and Wogaman Lane. Hearing officer Kellen Spielman said he would add a fourth condition requiring that “the 4 variances approved by the Planning Board on 04/15/2020 for all applicable lots, particularly former Lots 2 and 3, shall be noted on the final plat.”
Planner Zach Lee presented the staff report and recommended approval, saying the proposal qualifies as a quick plat because it moves or eliminates lot lines without increasing the total number of lots and does not create new violations of Title 17. Lee told the hearing the application includes three findings of fact and three conditions and that staff recommends approval with those conditions. Jeremy Stark of Stutzman Engineering, representing the applicants, described the proposal as a “straightforward lot line shift” and confirmed the applicants would add plat notes to reflect previously granted variances at final plat review.
With the additional condition to note the 2020 variances, Spielman announced approval of the quick plat with four conditions and adoption of staff findings of fact A–C. He reminded the applicants that a final plat must be prepared by a registered land surveyor and submitted to the Community Planning Department within 24 months, or preliminary approval becomes void. He also noted the decision is appealable to the borough clerk’s office; appeals must be filed in writing within 10 working days.
The administrative hearing record lists Zach Lee as staff contact for the item and identifies the applicants as representatives of the Ludwig Showalter Family Trust and Denise M. Hicks. No members of the public signed up to testify. The hearing officer closed public testimony and moved on to the next agenda item.
