Committee denies three rental-fee waiver requests as budget constraints bite

Marshfield’s Parks, Recreation & Forestry Committee denied three separate rental-fee requests for use of city facilities at Oak Avenue and Wildwood Station, citing budget pressure and concerns about precedent for future waivers.

Staff summarized the Oak Avenue Community Center’s long-term use by local nonprofits for storage and occasional programming and said the building’s annual operating cost is about $40,000. Committee members discussed whether charging longtime user groups would create landlord obligations, and staff said a formal agreement could limit added liabilities.

A Rotary request to waive a $32/hour Wildwood Station rental for a two-hour volunteer recognition event (estimated $64 impact) drew debate about precedent. One committee member argued the city must be consistent and that allowing a free pass for a large nonprofit would be hard to justify to smaller groups; another called the choice painful. The motion to deny the Rotary waiver carried.

Two additional requests were denied. Daisy LaVille asked to waive the Bridal Room fee for a two-day scrapbooking event (staff listed total space cost at about $600); the committee moved to deny but directed staff to work with her on lower-cost alternatives or different rooms. Elizabeth Guile asked for a discounted rate for frequent craft retreats in the Wine Room (current rate cited at $13/hour); although members praised her partnership and charitable proceeds, the committee denied the discount and asked staff to convey appreciation and return with a standard policy.

Members asked staff to prepare a rental-rate proposal and to research legal ramifications and any special status for groups such as the Marshfield Zoological Society before applying fees broadly. The committee also discussed bringing a fee-waiver policy to a future agenda so staff have a clear directive for handling requests.
