City schedules Dec. 9 hearing on study for possible annexation of roughly 80 acres south of Hillview Lane

Franklin — The Board of Mayor and Aldermen established a public hearing on Dec. 9 to receive public comment and consider a plan-of-services study for potential annexation of approximately 79.89 acres south of Hillview Lane and west of Columbia Pike.
Staff described the parcel as contiguous to the city limits and currently designated development reserve in Envision Franklin because of limited road and utility infrastructure. The property owner indicated no current plans to develop and said any substantial future development would require an Envision Franklin plan amendment and planning-commission review.
Rob Dodson, who had signed up to speak, said the timing raised questions. "It looked like there's something afoot here," he said, asserting the parcel has been owned for more than a decade and noting it is not currently serviceable by city utilities. He urged transparency and cautioned the board to scrutinize motivations and timing.
Why it matters: annexation changes tax jurisdiction, service expectations and future land-use decisions. Staff said the study is intended to evaluate services and potential sequencing before any annexation recommendation is made.
Next steps: the board will hold the public hearing Dec. 9, 2025, and staff will continue the plan-of-services analysis for board consideration.
