Council approves capital plan, transit budget and borrowing resolutions; resident urges action on homelessness

The Fond du Lac City Council on Nov. 12 approved a package of routine and capital measures, including a five'year capital improvement plan, the Fond du Lac Area Transit 2026 budget and three resolutions declaring official intent to reimburse project expenditures from proceeds of future borrowing.
Resolution 9,208, the 2026'2030 Capital Improvement Plan for city property and buildings, was introduced by Director of Administration Trish Davey, recommended by the Plan Commission and approved unanimously after a motion by Councilmember Mullins and a second by Councilmember Heisler.
Resolution 9,209 adopts the Fond du Lac Area Transit budgets required by the Federal Transit Administration. Councilmember Heisler asked for a funding breakdown; City Manager Joe Moore said the transit operation runs a little over $2,000,000 annually and "about a million and a half comes from the federal government," with smaller amounts from fares and bus advertising. The transit budget passed unanimously.
Council then considered three related resolutions (9,210'9,212) declaring the city's official intent to reimburse expenditures for general capital projects, water projects and wastewater treatment projects from future borrowing. The general capital reimbursement resolution (9,210) passed with six votes in favor and Councilmember Miss Leering recorded as abstaining; Resolutions 9,211 (water) and 9,212 (wastewater) passed unanimously.
On procedural business the council approved its consent agenda (minutes, claims and a denied claim) unanimously. A public hearing on the Fond du Lac Water Works service area plan drew no speakers and was closed.
During audience comments resident Donna Richards urged continued lead pipe abatement and more systematic, funded action on housing and homelessness, and asked the council to consider increases in staffing for grant writing, communications and community development. Richards said she would hand a draft proposal to council members for consideration.
The meeting opened with a proclamation honoring the Salvation Army of Fond du Lac's 135 years of service and a recognition for long'serving housing authority executive Louise Gudex. The council adjourned following the scheduled business.
