Parks staff briefed the board on a proposed mixed‑use development near the downtown coffee stand that staff said could include about 200 attached residences with commercial space at street level and potentially the city's first subterranean parking garage.
"I believe that project will bring 200 apartments and then business, commercial below," Phil said during the parks report. He cautioned that he did not believe the project has been approved by the city: "That is a proposed project. It has not been approved by the city to my knowledge."
Board members asked about the building height and parking configuration; staff said they had not reviewed architectural plans but believed the development would include ground‑level commercial and multiple residential stories above. Members noted past subarea planning envisioned mixed use and rezoning for downtown to encourage business with residential above.
Phil also said that increased residential growth generates park impact fees — collected at permit submittal — which are held separately and used to fund park improvements tied to growth. Staff and board members discussed how the new development could affect demand for parks and facilities, particularly if a major community center request follows.
