Everman staff recommends exploring historic-preservation ordinance, commission to chase state grants

Staff briefed council members on Nov. 11 about starting a historic-preservation program to open state grant opportunities and protect historic properties.
The staff presentation recommended drafting a historic preservation ordinance and establishing a historic preservation commission as early steps to qualify for Texas Historical Commission grants that fund rehabilitation of historic buildings. Staff noted the program’s tradeoffs: grant funds come with “pretty stringent requirements” that may restrict redevelopment and focus on restoration to original conditions. The presentation suggested the city could begin with a small parcel or district and join the Texas Historical Commission’s programs to access technical and financial assistance.
Council members expressed support for pursuing the program with care and asked staff to return with draft ordinance language. Staff indicated they would likely bring an ordinance for council consideration next month and would provide additional details on eligibility, scope and any constraints related to property parcels.
No ordinance was introduced or voted on at the Nov. 11 meeting; the item was a policy discussion and direction to explore next steps.
