Staff said the proposal would convey the existing Enon Avenue roadway and right-of-way to Everman — a roadway-only exchange rather than annexation of adjacent land — covering approximately 1,200 linear feet. The primary advantage cited by staff was avoiding transportation-impact fees that would otherwise be assessed to developers if the property were annexed into Fort Worth and developed; staff also reported Fort Worth had no near-term plans to widen or rebuild its portion of Enon Avenue.
Crucially, staff reported Commissioner Miles’ office had agreed to support reconstruction: “He has agreed to support us... they will come in and take care of repaving that and reconstructing that roadway for us,” a staff presenter said. Staff recommended the exchange for council consideration but cautioned it increases the city’s long-term roadway maintenance responsibilities.
Council discussion focused on the tradeoffs between short-term reconstruction assistance and future maintenance costs, and staff said they would return next month with a final ordinance for formal consideration when drafting is complete.
