Fullerton board appoints Miguel Alvarez to fill Area 1 trustee vacancy after candidate interviews

The Fullerton School District Board of Trustees voted 3–1 on Oct. 29 to appoint Miguel Alvarez to fill the Area 1 trustee vacancy, placing Alvarez in the seat through the end of the current term. The board administered the oath of office the same evening.

Board members said the appointment followed a randomized interview order and a shortened set of five standardized questions designed to keep each candidate’s time to roughly two minutes. Trustee discussion before voting emphasized the district’s immediate needs, including reversing declining attendance and supporting students and staff.

During his interview, Alvarez described listening, innovation and collaboration as top qualities for district leadership and cited the district’s recently adopted community workforce agreement as an example of policy work he supported. "This school district recently adopted a community workforce agreement. It was the first for the district to do so," Alvarez said, framing that decision as a constructive use of bond resources and community input. Other candidates emphasized rebuilding public trust and expanding community partnerships to address post-pandemic learning gaps; one candidate said the primary challenge is "the rate of declining attendance and the lack of funding that comes with it."

Trustees debated two approaches: choosing a candidate with deep, current local engagement or choosing someone with technical experience who could "hit the ground running." Trustees who supported Alvarez said his experience in higher-education workforce and economic development and his familiarity with program implementation made him prepared to serve immediately; trustees who dissented said they valued current, in-district volunteer engagement.

Trustee Cho offered the substitute motion to appoint Alvarez; the substitute motion received a second and carried on a roll call/voice vote counted as 3 in favor and 1 opposed. The board president announced the result and congratulated Alvarez before administering the oath of office. Alvarez repeated the oath to "support and defend the Constitution of the United States and the Constitution of the State of California" and pledged to faithfully discharge the duties of the office.

The board scheduled a ceremonial swearing-in and photos for the November meeting and noted the appointee will be eligible to run in the next regular election. The board also reiterated that a majority vote was required for the appointment and that the appointee will serve through the remainder of the term.

The board’s next meeting is scheduled for Nov. 18, 2025. The appointment concludes the board’s Oct. 29 action on the Area 1 vacancy.
