The Legal & Finance Committee on Nov. 12 approved a draft Safe Streets and Roads for All safety action plan and adopted a companion resolution that sets a Vision Zero target: zero transportation-related deaths and serious injuries on Rapid City streets by 2050.
What the plan does: Community development staff described the draft plan as an actionable framework to identify safety issues and strategies aimed at reducing fatalities and serious injuries. Staff said adoption of the resolution is required to become eligible for certain federal and state grant programs that fund infrastructure and safety improvements.
Committee response: Councilmembers acknowledged the length and detail of the draft (committee members referenced a 108-page draft) and members said the report identified corridors throughout the city that merit attention. Councilor Lindsay Seacrest called the work "eye-opening," noting the number of city streets flagged for corrective measures; other members commended consultant HDR and staff for the plan.
Resolution and grants: The committee approved both the draft plan and Resolution 2025-129 by voice votes. Staff said approval would allow Rapid City to apply for implementation grants to fund corrective actions such as roadway geometry changes, traffic-calming measures, and ADA improvements.
Next steps: With the resolution adopted, staff said they would pursue grant opportunities and coordinate priority projects with long-range planning and public works, and report back to council on funding applications and recommended engineering projects.
Vote: Motion to approve the Safe Streets action plan and the Vision Zero resolution carried by voice vote recorded as 'Motion carries.'
