Pat warned the STP application is a relatively large rural project and that he was not confident of securing an award, so segmentation was chosen to advance work in phases. He also noted that ARIP (agricultural) funds are not allowable on a major collector like County Z. Committee members discussed timelines and the multi-year nature of completing multiple miles of reconstruction with available county resources.
