Commissioners agree to trial redesigned staff report to make packet easier to read

Staff showed the Planning and Zoning Commission a proposed staff-report design intended to streamline packet materials and make project information easier to find. The template would place a one- to two-sentence staff recommendation near the front, include a project-information table (case number, applicant, case manager, location, project type), a vicinity map or photo, and a project summary followed by a detailed staff analysis and review criteria.

Chris French said staff would include photos that can be wrapped with analysis to illustrate specific points, and proposed a Table 2 comparing surrounding properties to help commissioners assess context. He said a public-comments section would list received comments and, where appropriate, staff would note misunderstandings but would generally avoid interpreting commenters’ intent for the record.

Commissioners asked for improved color contrast and readability for the project-name field and recommended that staff avoid summarizing public comments in a way that interprets their content; one commissioner suggested listing counts of comments in favor, opposed and neutral rather than paraphrasing. The commission agreed to a trial use of the new format at the next regular meeting and staff said they would adjust colors and print previews.
