Seaford approves 'Live Local' closing-cost incentive to attract essential workers to buy in city limits

Seaford City Council on Nov. 11 approved a new workforce-housing incentive dubbed "Live Local," designed to direct homebuying assistance to essential workers and city employees.
Director of Economic Development Trisha Newcomer said the program provides $2,500 in closing-cost assistance to qualifying full-time essential workers who purchase a home inside Seaford's corporate limits. City employees and fire-department volunteers or paid staff would be eligible for an additional $2,500 from the city for a potential total of $5,000 toward closing costs. The program is not retroactive and must be applied for at settlement.
Eligibility is limited to full-time workers in specified categories including first responders, medical personnel (including support roles), education professionals (including custodial and cafeteria staff), logistics workers, law-enforcement support and active-duty military or government agency employees who work in qualifying roles. Applicants must demonstrate employment and commit to occupying the purchased home for five years; if the property is sold within the five-year period the city will seek repayment on a prorated 20% annual basis. Administration and verification would be managed by the director of economic development, with disputed eligibility decisions escalated to the city manager. A promissory note or lien would secure repayment obligations.
Newcomer said the program would require budgeting and would become effective with the FY2026 budget (implementation starting July 1, 2026) and staff plans a marketing campaign and outreach to local employers and realtors. Councilman Holland moved to approve the incentive and to eliminate the existing tax-fee waiver program as presented; Councilman Bradley seconded and the motion passed unanimously by voice vote.
What's next: Staff will draft program documentation and include the incentive funding in the FY2026 budget process. Applications will be accepted at settlement only, and the city will track occupancy and enforce any clawback provisions.
