Hammond Board sets hearings, approves rehab agreement and acknowledges emergency repair order

The Hammond City Board of Public Works and Safety on Nov. 13 approved a rehab agreement for 434 Vine contingent on the owner’s signature and acknowledged an emergency repair order for a fire-damaged property, setting next status dates for several other properties.
Department representative (S4) told the board an updated report from staff — including Pollock and Lewer — forms the basis of a rehab agreement for 434 Vine. "I would request its approval as presented in a status date set for sometime after February," the representative said. The board approved the order contingent on the owner’s signature and set the matter for status on Feb. 26, 2026.
On 911 Bauer, staff reported an earlier fire and subsequent demolition under an emergency order. The department said debris has accumulated on the adjacent property and poses a nuisance and safety concern; staff recommended notifying the property owner and proceeding under authority of the Unsafe Building Act to address the hazard. The board acknowledged the emergency repair order and set the status for Nov. 20, 2025. The department clarified that the action is an emergency order to repair, not to demolish.
The board also handled multiple older cases. It set a status hearing for 682/628 Kennedy Avenue for Dec. 4, 2025, after staff said updated photos and prior owner appearances warranted another chance to be heard. For 944 Murray, staff reported the rehab agreement expired that day; although plumbing and building permits were pulled (building permit dated 09/26/2025), no inspections had been recorded. The board ordered a notice to appear and set the status for Nov. 20, 2025; staff said the property would be added to the bid list if it remains unsecured.
Staff reported Rafael Garcia signed a new rehab agreement for 1152 Roosevelt and that final inspections were complete; the department will prepare an order to rescind the previous ordinance and place it on next week’s agenda.
Actions at the meeting were carried by voice votes and procedural motions. Next steps announced by staff included owner notification for 911 Bauer and listing unsecured properties for bid where rehabilitation work has not advanced.
The board did not disclose any fines or funding commitments at the meeting; specific enforcement remedies will be determined at upcoming status hearings.
