The Marathon County Executive Committee said it will present training and evaluation materials at the full board—s Dec. 18 meeting to prepare supervisors for the 2025 administrator performance review, with the official board survey scheduled to be distributed in January.
Committee Chair opened the discussion by reminding members that the county—s ordinance requires a board survey of the administrator and that the committee should provide training on completing the evaluation. Chair asked the group for input on timing and format.
Several supervisors said a brief explanation and opportunity for questions at the December full-board meeting would be sufficient, rather than a standalone training session. "I don't see why we couldn't just put it on the December board meeting and just have a brief discussion," one supervisor said, a position repeated by others who noted the explanation should be concise and that new members would benefit from seeing the evaluation questions and criteria.
The county administrator offered to include supporting documents in the December packet. "If it would help, I can put [the survey] in the packet for your December full board meeting," the administrator said, adding that the packet could include a typed self-evaluation and an updated work plan used in prior years to provide context for board members.
Committee members discussed process details: the ordinance calls for four evaluation areas, supervisors noted the value of receiving the updated work plan before completing the survey, and vice chair Dickinson recommended announcing the framework in December with the subsequent survey and executive review to follow. A supervisor also suggested that the new corporation counsel review the evaluation questions and recommend additions if appropriate; the chair said he would invite counsel—s feedback.
The committee did not take formal action to adopt a new evaluation policy at the meeting. Instead, members reached a working direction: staff will include the existing survey and supporting documents (self-evaluation and updated work plan) in the December packet, present a short explanation at the Dec. 18 board meeting, and distribute the formal survey in January for completion by the full board.
Next steps: the administrator will prepare the materials for the December packet and the committee will review any suggested changes from corporation counsel before the survey is sent to supervisors in January.
