Marion County amends Brooks water project contract, adds $6.8M ARPA funding for reservoir and distribution work

Marion County commissioners approved Amendment No. 6 on Nov. 12 to add American Rescue Plan Act funding to a construction‑manager/general‑contractor agreement for the Brooks Water Improvement Project.
Shane Otteson, Marion County Public Works, said the amendment increases the contract by $6,800,767.24, bringing the guaranteed maximum price (including prior early‑work amendments) to $9,888,336.24. The work covers a 750,000‑gallon reservoir, a booster pump station, a water distribution main, service lines and fire hydrants to serve the Brooks area; early work already ordered long‑lead equipment and begun site preparation.
Otteson said the county used a CM/GC delivery model because of tight ARPA expenditure deadlines and specialized equipment with long lead times. Substantial completion is scheduled for November 2026 to ensure ARPA funds are expended by Dec. 31, 2026. Commissioners expressed support for the project and suggested a possible ribbon‑cutting when construction advances.
The board moved and approved the amendment by voice vote; the motion included the stated GMP and ARPA funding amounts. County staff will continue construction oversight and schedule management toward the ARPA deadline.
