Speaker 3 said staff had received a complaint and assigned an investigator, and that he and other staff had driven by the property. “I don't know if it's truly been determined if this is a justifiable, unsafe condition, or if it should be handled civilly between the concerned property owner and the business,” Speaker 3 said, describing the factual uncertainty. Speaker 4 added that paperwork from a prior meeting left the ownership unclear: “No 1 really knows who owns the fence...There was an agreement years and years and years ago.”
Several members suggested the board could let the parties resolve the fence ownership, while noting the board has seen worse fences around town; one speaker recommended letting the parties work it out rather than pursuing enforcement.
