Cleves Village Council approves appropriation correction, OEPA waterline resolution and adjourns to executive session

Cleves Village Council voted on multiple formal items during its Nov. 12 meeting, approving corrections to appropriations and authorizing a waterline loan application before adjourning to executive session on a personnel matter.

The council moved to approve Ordinance 33-2025, described by staff as a housekeeping correction to earlier appropriations that had covered only the general fund; the corrected ordinance adds special and enterprise funds so the county auditor has a complete record. The motion was moved and seconded and passed on roll call.

The council then approved Resolution 15-2025, a standard Ohio EPA revolving-loan authorization that allows the village to apply for and accept funds for construction and disbursement related to the Adelson waterline extension project. Staff explained the resolution is boilerplate from the OEPA; the measure passed on a recorded vote of the council (clerk recorded 'Motion passes, 6 0').

Earlier in the meeting the council approved minutes of a special meeting and a pay ordinance for payments (11-245). The minutes-approval roll call recorded five yes votes and one abstention (the clerk recorded the outcome as "5 to 1 with 1 extension" in the transcript). The payments motion recorded six yes votes on the roll call.

At the close of regular business the mayor read the statutory language to convene an executive session under Ohio law to consider an employee compensation contract. Mister Bable moved and Miss Angeline seconded the motion; roll call was recorded and the council adjourned to executive session at 9:10 p.m. No formal action was taken in executive session according to the mayor's announcement.
