Staff confirmed the formal map amendment (and any code changes) requires a council meeting vote; the map item was scheduled for the night meeting agenda for formal action.
Councilors requested clearer language in some parts of the statement and reiterated that applicants may still pursue standard application routes without the fee waiver. Staff said changes to the map and code will be presented with the ordinance language at the evening council meeting.
