Franklin County approves new asset-management contract after PubWorks winds down

Franklin County commissioners voted Nov. 12 to approve a contract to replace the county's PubWorks asset-management software with a system from Novo Solutions, citing data and mapping needs and the dissolution of PubWorks' service.
Public Works staff told commissioners that PubWorks has rolled into a new product owned by GWorks and that the county's current mapping system is becoming obsolete, risking data loss and complicating state-required sign documentation. "Pubworks has dissolved as an agency ... The mapping system that we use right now through Pub Works is obsolete, and we are losing data," a Public Works presenter said.
County staff outlined transition costs and a phased timetable: a first-year training/implementation fee of $15,195 and an ongoing annual fee of $8,945. Staff warned of an overlap period when the county will pay both systems while migrating data; the presenter said the county expects to be up and running in 2026 and aimed to have major issues resolved by June 2026.
A commissioner moved and the board approved the contract on a second; the vote was recorded affirmative. Staff said Novo guarantees no more than a 3% annual increase in fees and that some older tablets lacking GPS capability will need replacement as part of the transition.
