Council reviews benefits report, suspends rules to approve Cigna contract for 2026

At the start of the meeting, benefits consultant Brad Cogan of MiniMed reviewed Richmond Heights’ employee health plan and statewide trends. "When we look at our book of business, you have 1 of the healthier groups," Cogan said, noting the city’s wellness initiatives and continued use of an HSA-eligible plan. He said the Cigna renewal negotiated a 4.5% increase overall and estimated the immediate annual cost to the group at about $43,000 based on current enrollment snapshots. Cogan recommended keeping the current plan design and noted existing ancillary products (Delta Dental, vision and life policies) had mostly modest adjustments.
Following the presentation, the mayor asked council to suspend the rules and pass Resolutions 149–151, which include authorization for a contract with Cigna for employee health insurance for 2026. The motion to suspend the rules and pass the resolutions was moved and seconded. Roll-call responses recorded Councilmembers Castle, Justice, Lewis, Nelson, Robinson and Pursuit as voting "yes" in the transcript; the clerk recorded the proceedings as passing the resolutions as presented.
