Council members discussed recurring human‑resources hiccups and the recent onboarding of a new Clerk Treasurer (Jenny Roberts). Several members proposed transferring HR administrative duties — especially benefits administration and records — from the clerk treasurer’s office to the town manager’s office for day‑to‑day handling, with the clerk remaining an alternative, ministerial channel for complaints involving the town manager.
Council members emphasized the need for a safety valve so employees can file complaints that do not route through the town manager when the complaint concerns that manager. Suggestions included routing such complaints to the clerk treasurer for distribution to council or creating a documented amendment to the employee handbook establishing an alternative reporting mechanism.
Legal and staff were asked to draft the language. The council asked Steven/Mr. Watson to review state statute and town code to determine whether a formal amendment to town code or the employee handbook is required and to return a draft for council consideration next month. No formal ordinance was adopted at the meeting; members reached consensus to continue developing the proposal.
