Whiteland adds ADA transition plan to Crossroad Engineers agreement to keep CCMG eligibility

The Whiteland Common Council voted to authorize the town manager to sign a revised professional‑services agreement with Crossroad Engineers to include an ADA transition plan within the previously approved scope for the town’s community‑crossings project and asset‑management work.
Staff said INDOT and CCMG administrators have begun checking for ADA transition plans and that the town did not have a formal plan on file. The consultant, Trent of Prostate/Crossroad Engineers, told the council that adding the ADA transition plan is needed for future CCMG eligibility and estimated the plan would likely cost $7,500–$10,000 but could be covered within the previously approved not‑to‑exceed amount by reallocating construction‑administration hours.
“INDOT has kind of loosely said…they started sending out emails saying we’re gonna start checking for these,” the consultant said, describing the agency’s enforcement shift. Council members agreed it was prudent to add the plan and approved a motion allowing staff to execute the revised contract.
A roll call vote recorded five affirmative votes; the motion carried. Staff said the ADA transition plan will inventory public right‑of‑way assets, identify gaps in ADA access, and become a living document updated as projects are completed.
