Council approves several rezoning items, drops gated emergency access from Old Salem plan

Murfreesboro’s City Council voted on multiple rezoning and development items during its Nov. 13 meeting, approving second-and-final readings for parcels on Bill Smith Drive and East Kingwood Drive, and acting on design and access proposals tied to developments along Old Salem Road and Masonbrook.
For the Old Salem Road item, planning staff explained they had sought input from the fire marshal (Brian Lowe) and public infrastructure staff; both advised that a gated emergency access at the northern cul‑de‑sac was not recommended. The developer’s engineer provided a conceptual plan showing a gated emergency access, but staff said the planned stub streets should provide future connectivity. After discussion, Council approved the rezoning without adding the gated emergency access. "He [the fire marshal] said he thought the future extensions of the stub streets in this development would accomplish that," planning staff said when explaining the recommendation.
On Masonbrook, Castle Rock Communities requested an amendment to the development agreement to change an architectural standard — reducing roof pitch from 8:12 to 6:12. Planning staff said research showed no site-specific reason to retain the steeper pitch and recommended approval; council adopted the amendment, a final step before the developer records the final plat.
Council also completed second-and-final readings for other rezoning items on the agenda. Votes were recorded by roll call, with the council recording aye votes for the items listed.
What’s next: staff will proceed with final plat recording and standard plan steps for approved developments; planning staff and the fire marshal will continue to advise on emergency-access design for future projects.
